An Overview of the Circumstances Since the Fire
The Haltwhistle and District Working Men's Club and Institute has been an important part of the local community for generations. Following the devastating fire at Bank House in December 2022, the Club has faced a complex series of challenges involving the building, its insurance claim, governance and the future of its assets.
This overview provides some background to the circumstances that have contributed to the delay in progressing the insurance settlement and determining a future direction for the Club and Bank House.
Following the Fire
Since the fire, arrangements for the demolition of the building were handled directly between the insurance company and the appointed demolition contractors. During this period, the Club was unable to resume its usual activities, while the condition of Bank House and the ongoing insurance claim remained central to discussions about its future.
An insurance settlement was agreed in August 2025. However, progressing matters following that agreement has proved difficult, with further delays attributed to a combination of legal and administrative complications, including the Club's deregistration, difficulties accessing funds for legal representation and the insurance company's reluctance to release the agreed settlement.

Governance and Financial Challenges
The cancellation of the Club's registration by the Financial Conduct Authority (FCA) in February 2025 created additional complications in relation to its legal status, governance and access to funds. The Club's members must now consider and approve the appropriate arrangements for its future, including the governance structure, management of its assets and the steps required to progress the insurance claim. These circumstances have made it challenging to establish the necessary arrangements to manage the insurance proceeds, obtain legal advice and determine how the Club's assets can be protected and used in the future.
Support from the Haltwhistle Partnership
Haltwhistle Partnership Ltd has provided practical financial support during this challenging period. This includes providing a financial custodial account to hold funds associated with the Club and a loan to enable legal representation to be engaged. Due to the legal and financial circumstances affecting the Club, the Partnership is currently the only organisation positioned to provide this practical assistance in progressing the insurance claim. The Partnership's role is limited to supporting the administration and progression of these matters. Any decisions concerning the Club's future, its assets and the direction of any successor organisation remain subject to the appropriate authority and approval of the Club's members.
Considering the Future
With the insurance settlement still outstanding and governance arrangements requiring further attention, the Club's members will need to consider and approve the appropriate way forward. Possible approaches include the creation of a new incorporated organisation, either retaining a structure similar to the original Club or developing a wider not-for-profit community purpose. Any future direction would need to take account of the available funds, the costs associated with rebuilding or alternative use of Bank House, legal requirements and the long-term financial sustainability of the proposed arrangements.
Looking Ahead
The future of Bank House remains an important issue for the local community. While the process has taken considerably longer than anticipated, efforts continue to address the outstanding legal, financial and administrative matters. The aim is to ensure that the Club's assets are managed appropriately and that decisions about its future are made through the proper member approval and governance processes.
